On the Beat (1995) delves into the mundane routines of police officers in the western district of Beijing, where the absence of crime leaves them with procedural tasks. The narrative begins with a rabid dog on the loose in Guoli's patrol area, prompting a group of officers to embark on a hunt. Subsequently, higher authorities issue an order to round up all dogs in the sector due to rabies concerns and the dogs' status as symbols of the newly wealthy. The officers occasionally apprehend minor criminals, such as those selling pornography or running three-card-monte scams. Their days are filled with smoking breaks, meetings, and training sessions, as they patrol on bicycles and enforce regulations.
