To bolster his faltering gunrunning business by fomenting a war between two neighboring countries, an American profiteer sends his assistant to the Latin American republic of El Tovar, south of Panama. Once there, the assistant falls in love with Carmelita Laredon, the daughter of the president of El Tovar, and reverses his alliance by aiding the republic.
