Akte Grüninger (2014) is set in February 1939, when Switzerland's borders are shut to Jewish refugees, yet many still attempt to enter without proper visas. The Swiss immigration authorities initiate a probe into these unauthorized border crossings. Robert Frei, a dedicated and ambitious police inspector, is dispatched to the canton of St. Gallen to investigate. He uncovers that Paul Gruninger, a local official, is facilitating the entry of refugees, even falsifying documents to do so, driven by compassion. Frei's encounter with Gruninger's actions and the plight of the refugees causes him to question his mission. He grapples with whether to submit his findings to his superiors or to assist Gruninger in his clandestine efforts.
