Gambling on the High Seas (1940) follows the story of Greg Morella, a notorious gambling tycoon who operates a deceitful vessel where every gaming table is manipulated. Since the ship sails beyond the three-mile state boundary, law enforcement struggles to gather sufficient evidence to prosecute Morella. Enter Jim Carver, a tenacious journalist, who believes he can expose Morella's crimes. Carver teams up with Morella's secretary, Laurie, to gather irrefutable evidence of the rigged games and to uncover the truth behind the murder of Morella's partner, Max Gates.
